So far, no measures have been taken to implement this action.

The existing barriers in implementing this action resides in the lack of the necessary capacities for executing this monitoring action:

a) lack of persons with experience in monitoring the implementation of criminal policies and with the necessary aptitudes for implementing objective and multi-sided monitoring in the application of non-custodial sanctions and preventive measures;

b) insufficient expertise at the Ministry of Justice and the complex character of the respective action;

c) lack of funds for paying salaries to the persons mentioned in letter a).

To note that there is an increased risk of non-implementation of this action in 2015 due to the considerations mentioned above.

Provide assistance for implementing this action by:

a) delegating (an) expert(s) in the monitoring of the implementation of criminal policies for applying non-custodial sanctions and preventive measures and

b) allocate funds for paying the work and assistance by the experts mentioned in letter a).
