state guaranteed primary legal assistance services in Moldova is extended to
the rural areas. There is need to extend the primary legal assistance through
the paralegals including in the urban area. It is especially necessary to have
paralegals present in the towns where the Territorial Offices of the NCSGLA are
located where most of the people requesting state guaranteed legal aid go. When
they appeal, most of the beneficiaries need primary legal counseling, before
asking for a lawyer. Due to the involvement of the paralegal the problem may be
solved at an early phase and the involvement of a lawyer is not needed. Thus,
time and financial resources are saved.
1) Institutionalize the primary legal assistance system in urban areas (where the TO of the NCSGLA): a) Number of paralegals: 8 b) Costs incurred monthly by the TO for remuneration for paralegals – 2075 lei c) Cost of remuneration /year: 2075 x 8 x 12 = 199.2thousand lei d) Technical equipment: 8 laptops (one for each paralegal) e) Cost of one laptop: 9 thousand lei (price includes licensed operation system) f) Cost of 8 laptops: 8 laptops x 9 thousand lei = 72 thousand lei Total: 199, 2 thousand lei + 72 thousand lei =271,2 thousand lei -
