The financial assistance provided from the state budget does not fully comply with the intellectual effort and time allocated to the experts for developing this study. There is the risk that we may not have applications filed during the contest for the selection of experts. The NCSGLA thinks that the amount of 102 thousand lei would be the fair remuneration for the intellectual effort required and the time allocated to the experts, the remuneration being established according to the recommendations and level of complexity for commissioning a study, formulated in the Practical Guide for Cost Estimation "Policies by kilogram” dedicated to the institutions responsible for the implementation of the JSRS. In order to avoid a double request for implementing this action, from the total amount of 102 thousand lei we subtract the amount requested for funding from the 2015-2017 MTBF for 2015 and we will get the amount necessary for funding from external resources.

a) Number of persons involved: 2 experts;

b) Period of development /days: 20;

c) Cost per person per day: 2.55 thousand lei

d) Total cost: 20 x 2.55 x 2 = 102 thousand lei
